SURPLUS PAYOUT

I applied for my grandfather MBIFA Surplus last year.So each time I would call the Call Centre to track the progress of his applications and everytime a security check would be done.I called in July this year and I was advised to call back in August which I did.I was told that by a very rude agent that I would have to complete a Power of attorney document before they could diisclose any information.Called again and I was told to call in September 2013.What is the correct process and why are we waiting so long for this payout.
