VHI - Above the Law? The Consumer Act don’t apply!

On 26/06/2012, my Mom was invited to Vacation Hub International presentation. They promoted the club & told her this is a once of deal & price then sold her a contract. PRESSURE SELLING! My Mom paid via credit card on 26/06/2012.
Upon reflection Mom, 75, decided to cancel the transaction. I Phones & E-mailed VHI (Yolanda Benjamin) the cancellation on 29/6/2012 & couriered the docs to them, 2/7/2012. VHI signed POD on 3/7/2012. (The 5 Day cool-off period, as per the Consumer Act!)
On 20/8/2012, I phoned & was told by Yolanda Benjamin, that a Refund was approved, they'll send us a form to confirm Mom's banking details.
I phoned again, 4/9/2012, about the form & was told they'll phone back. Instead I received an e-mail & letter stating: " Your docs was not received within the 5 day cool-off period... there for your cancellation is declined."
The Consumer Act stipulates 5 business days to cancel a transaction. We cancelled & couriered the docs with-in these 5 days!
According to Hannalie Jacobs/VHI Sat. & Sun. counts as Business Days.
The South African LAW obviously DO NOT apply to VHI!
I have copies of all the docs & a detailed report on communications with them.
