Can't get through on 0821958

I have been trying for the past three days to cancel three (3) Vodacom cell phone contracts on their dedicated "Contract Cancellations Line- 0821958. Each time I dropped the call after holding on for over ten minutes. Is there even anybody working in this department? This is really unacceptable.
